Maryland Center for Legal Assistance
Graham Bennie is the Training Manager for the Maryland Center for Legal Assistance, LLC (MCLA). Graham is responsible for developing and administering the internal training curriculum for MCLA staff (to include onboarding and continuing legal education), as well as the creation of educational materials for the public to be distributed through the Court Help Centers and the Maryland Judiciary. In 2020, Graham joined MCLA as a staff attorney, advising on a wide range of legal issues including landlord/tenant matters, peace and protective orders, divorce, custody, and foreclosure cases. Prior to serving as Training Manager, Graham was a supervising attorney for MCLA from September 2022 to October 2023. Before joining MCLA, Graham spent three years with the Maryland Office of the Public Defender in Baltimore. Presenters will address these issues from their respective institutional perspectives and will engage with participants in a Q & A segment responding to their particular questions or concerns.

Ronald Flagg was appointed President of the Legal Services Corporation effective February 20, 2020, and previously served as Vice President for Legal Affairs and General Counsel since 2013. He previously practiced commercial and administrative litigation at Sidley Austin LLP for 31 years, 27 years as a partner. He chaired the firm’s Committee on Pro Bono and Public Interest Law for more than a decade. Flagg served as president of the District of Columbia Bar in 2010-2011 and currently serves as Chair of the Bar’s Pro Bono Task Force and on the Board of the DC Bar Foundation. He previously also served as Chair of the Board of the National Veterans Legal Services Program, Chair of the District of Columbia Bar Pro Bono Center, Chair of the Board of the AARP Legal Counsel for the Elderly, and as a member of the American Bar Association’s House of Delegates, the Board of the Washington Lawyers’ Committee for Civil Rights and Urban Affairs, and the District of Columbia Judicial Nomination Commission. Flagg graduated with honors from the University of Chicago and cum laude from Harvard Law School. He began his career as a law clerk to Judge Myron L. Jared Smith is MIE’s Director of Programs, a role in which he works to develop innovative remote and in-person trainings, engaging resources, and effective spaces for collaboration. In this role, he also supports private and legislative fundraising efforts, including by enhancing access to the ABA Standing Committee on Legal Aid and Indigent Defense’s online ABArray Legal Aid Funding Data Report. In the past, Jared has served as the Foundation and Development Manager for the North Carolina Equal Access to Justice Commission and Pro Bono Resource Center, Communications Coordinator for the National Association of Pro Bono Professionals, and adjunct professor at the University of North Carolina School of Law. He is also an active volunteer in the legal profession, having served in leadership roles in the North Carolina Bar Association, North Carolina Bar Foundation, and UNC Law Pro Bono Alumni Board, and he has presented nationally on topics related to leadership development. Lezlie Paulus is a Project Manager with A2J Tech, a mission drive B corp that builds technology and improves processes for legal aid organizations with the goal of improving access to justice for all. She is an experienced business process improvement manager with a passion for intake, operations, and all those systems and processes that help legal aid organizations serve more clients better. Before joining A2J Tech, Lezlie served as the Director of Business Administration for a Southern Minnesota Regional Legal Services (SMRLS), where she was a member of the Executive Leadership Team, and responsible for intake, the Private Attorney Involvement program, and IT, among other responsibilities. Lezlie honed her business process and facilitation skills during her career in the corporate sector. She holds Bachelors degrees from the University of Minnesota and a Juris Doctorate, cum laude, from William Mitchell College of Law in Minnesota. Sarah Coffey Bowes, Esq. is a veteran non-profit manager with a strong background in programmatic growth, sustainability, and strategic planning. Sarah supervised the operation and continuous expansion of the award-winning Maryland Courts Self-Help Centers - a network of legal service centers operated via a contract between the Maryland Judiciary and Maryland Legal Aid’s subsidiary, the Maryland Center for Legal Assistance. Under her leadership, Maryland’s self-help centers grew from an experimental, pilot program to a robust, statewide network of 6 offices serving more than 80,000 Marylanders yearly. Since joining Civil Justice, Inc in November 2019, Sarah has led the development of two new technology platforms including the Coordinated Intake System for Access to Counsel in Evictions and, through the Maryland Judiciary's Access to Justice Department, the award-winning Maryland Justice Passport. Additionally, she has led the dramatic expansion of Civil Justice's Economic Justice Program and is currently launching the Legal Clinic for Small Businesses in collaboration with the Maryand State Bar Association. Sarah holds a Bachelor of Arts from Georgetown University. Silya Shaw is the Deputy Executive Director at Legal Aid of Western Missouri, where she focuses on creative, mission-driven solutions to expand access to justice for low-income Missourians. She has been at Legal Aid since 2014, holding positions as the Central Office Managing Attorney and Low Income Taxpayer Clinic Director, and representing low-income clients in tax controversy and probate matters. Silya received her J.D. from the University of Missouri-Kansas City School of Law, with highest honors in pro bono public interest service. There, she served as the Editor-in-Chief of The Urban Lawyer and received the Joseph E. Stephens Award for Legal Writing Excellence. Missouri Lawyers Weekly named Silya a “Leader of Tomorrow” at its Women’s Justice Awards in 2011. Silya also holds a M.A. in International Relations from American University in Washington, D.C., and a B.A. from Park University in Parkville, Missouri. Ashley is currently the Director of Compliance at NLSP but since her start in 2014, she has held various positions, from staff attorney to Managing Attorney for the Brief Services Unit. In her role as Director of Compliance, Ashley is responsible for making sure all cases are opened, processed and closed according to federal and program guidance. Ashley is also responsible for planning, upkeep and management of NLSP's case management system. Prior to working for NLSP, Ashley was an attorney for 4 years with Legal Aid Society of Middle Tennessee and the Cumberlands, where she was a general practitioner, practicing in family, housing, consumer and public benefits. She also worked as a clerk at Legal Aid of East Tennessee. Ashley received her J.D. from the University of Tennessee Knoxville, and graduated in 2010 with a specialty in advocacy and dispute resolution. Recent estimates by the Regional Task Force on Homelessness' 2022 Point in Time Count indicate there are 8,427 homeless individuals in San Diego County - the fourth largest homeless population in the nation. Homeless people in California have faced growing punishment for their mere presence in public space. In a recent report, researchers from UC Berkeley School of Law identified over 500 California municipal laws criminalizing sitting, resting, sleeping and sharing of food in public places. This presentation will utilize an interactive activity that requires participants to reflect on the web of systematic criminalization of homelessness and recognize why multi-disciplinary services are most needed. Moreover, we will discuss the power of holistic support in breaking the chains of poverty and how using an empowerment model can increase degrees of autonomy and self-determination.
- Participants will learn about counterproductive laws that criminalize poverty and life sustaining activities such as sitting, resting, sleeping and sharing of food in public places and how these laws cycle people into the criminal legal system and further entrench people into poverty.

Mitchelle Woodson, Esq.

Mitchelle Woodson joined the Think Dignity staff in 2017. As the Executive Director, Mitchelle oversees the daily management of Think Dignity’s operations, including the Transitional Storage Center, Mobile Operations of Dignity and legal department. As the Managing Attorney, Mitchelle oversees the Homeless Youth Legal and Advocacy Project, the 8 Legal and Referral Advocacy Clinics and the Know Your Rights campaign that aims to empower individuals with knowledge of their legal rights. Mitchelle’s passion for advocating for San Diego’s homeless community has led to the growth and notoriety of TD as the premier organization for legal representation and advocacy. Her expertise and knowledge is highly sought after as she has presented at Yale Law School’s Rebellious Lawyering Conference, National Legal Aid and Defenders Association’s Annual Conference and the Coalition for Juvenile Justice on the issues of homelessness and poverty law. Mitchelle has also received recognition for her advocacy efforts as the recipient of the 2019 Molina Community Champion Award, Rise San Diego’s 2020 Anthony M. Medina’s People’s Champion Award, San Diego County’s 2021 Community Inspiration Award, Business for Good’s 2022 Housing and Homelessness Hero Award, and Alliance San Diego’s 2023 inaugural Leo Carrillo Change Agent award. Mitchelle is a founding member of FREE-SD, which utilizes the approach of participatory defense, a community organizing model that aims to empower people facing charges and their families to transform the landscape of power in the courtroom; and the DeDe McClure Community Bail Fund, a grassroots organization committed to educating and empowering community members to fight against the devastating effects of the cash bail system and supporting those who have been victimized by it. Mitchelle received her Juris Doctor from Thomas Jefferson School of Law and a Bachelor of Science in Political Science from the University of California San Diego.-

Shirley Peng has been at Legal Aid of Nebraska since December 2009. She is the Debt and Finance Unit Director and also manages the state-wide Disaster Relief Project since January 2015 and the Low Income Taxpayer Clinic (LITC) since January 2018. Prior to being a managing attorney, she was a staff attorney in both the Lincoln and Omaha offices handling public benefits and consumer law cases. Shirley is licensed to practice in Nebraska and California. She graduated in 2006 from UCLA with a BA in Psychology and Chapman Law School with certificates in Tax Law and Environmental, Land Use and Real Estate Law in 2009. In this session, attendees will learn about an innovative social media "Know Your Rights" campaign designed to empower persons with LEP by educating them about their language rights and available remedies when they encounter barriers to accessing critical services due to language barriers. By amplifying awareness and empowering the community to assert their language rights, the project aims to reduce or eliminate language barriers altogether. The National Language Rights Campaign is a project funded by a Legal Services Corporation Technology Initiative Grant (TIG) and is a collaboration of the Northwest Justice Project, NLADA's Latina/x/o Advocates Section, and the National Language Access Advocates Network (N-LAAN). Whether you're a legal professional, community organizer, or advocate, this session offers insights into the legal framework of Title VI, practical tactics for promoting compliance and accountability, and resources to support language justice efforts in your community. Kristi Cruz, JD

Northwest Justice Project
Kristi Cruz is a staff attorney at the Northwest Justice Project. She operates the CLEAR*ASL program, which provides legal advice and brief services to Deaf, Deafblind, and Hard-of-hearing clients in family, housing, public benefits, disability discrimination, and other civil legal areas of law. In addition, Ms. Cruz advocates for the language rights of NJP clients and is involved in state and national efforts to reduce language barriers for LEP and Deaf individuals as they access education, healthcare, legal, and governmental services. Ms. Cruz was certified as an American Sign Language Interpreter in 1996 and became a member of the Washington Bar in 2009. She was the inaugural Seattle University School of Law Leadership for Justice Fellow (2009) during which she worked on language access issues for the Northwest Justice Project. In 2010, Ms. Cruz was a co-reporter for the American Bar Association’s Standards for Language Access in Courts project, which created national standards for the effective delivery of interpreter and translation services in courts. She is a volunteer with the Washington State Coalition for Language Access (WASCLA) and serves as the attorney representative on the Washington State Administrative Office of the Courts Interpreter and Language Access Commission.Clarissa Ayala

Robin Turner, Esq. is Senior Attorney at the American Bar Association Commission on Domestic & Sexual Violence where she supports the work of attorneys representing victims of gender-based violence nationwide through the development of legal publications and training curricula; provision of substantive technical assistance; delivery of interactive national training institutes; and analysis of policy solutions to the fundamental inequities in civil court systems. Robin has focused most of her career on the representation of survivors of gender-based violence in civil litigation (family law, orders of protection, victim rights, educational advocacy, employment law, name and gender marker change). As the former Public Policy and Legal Director for the Montana Coalition Against Domestic and Sexual Violence (MCADSV), Robin built, oversaw, and practiced for the Coalition’s LAV-funded sexual assault legal services project. As the MCADSV policy director, Robin represented the organization’s statewide policy work in the interest of ending gender-based violence and fighting oppressive state action against underrepresented communities. She has also previously served survivors as a tribal court staff attorney with the Confederated Salish & Kootenai Tribes and at a private law firm focused on serving survivors of gender-based violence. Robin has lectured at the Alexander Blewett III School of Law at the University of Montana on topics related to serving survivors of gender-based violence. She has developed curriculum and facilitated trainings to hundreds of advocates, attorneys, judges, and court personnel on survivor-centered topics, including ethical obligations of attorneys, trauma-informed lawyering and supervision, confidentiality/privilege/privacy, safety planning, expert witness development, lethality, and victim rights. Robin received her undergraduate degree at Gonzaga University and earned her law degree from the Alexander Blewett III School of Law at the University of Montana. Robin is licensed to practice in Montana state and U.S. district courts, Confederated Salish & Kootenai Tribal Court, and the Blackfeet Nation Court.Alicia Aiken
