An in-depth look at Nebraska and South Dakota Legal Aid programs using cost-effective and user-friendly technology in pro se clinics. Bankruptcy clinics have a high success rate while minimizing staff time and/or volunteer obligations. Due to support and advice, the chances of success with pro se debtors are significantly higher.
- Participants will learn five reasons for adding a bankruptcy clinic to their debt and finance program.
- Participants will learn how to replicate our software that is specifically created for legal aid clinics to tailor it to their bankruptcy clinic needs.
- Participants will learn how to collaborate with programmers and other funding sources, including ABE and/or the ABCF grant.

Shirley Peng, JD
Debt and Finance Unit Director
Legal Aid of Nebraska
Shirley Peng has been at Legal Aid of Nebraska since December 2009. She is the Debt and Finance Unit Director and also manages the state-wide Disaster Relief Project since January 2015 and the Low Income Taxpayer Clinic (LITC) since January 2018. Prior to being a managing attorney, she was a staff attorney in both the Lincoln and Omaha offices handling public benefits and consumer law cases.
Shirley is licensed to practice in Nebraska and California. She graduated in 2006 from UCLA with a BA in Psychology and Chapman Law School with certificates in Tax Law and Environmental, Land Use and Real Estate Law in 2009. She can be reached at speng@legalaidofnebraska.org.

Alex Clark is an attorney and IT consultant and is president of Clark Management Consulting (CMC). CMC provides a wide variety of services to civil legal aid organizations, including case management system hosting and support, development of AI chatbots, development of court docket web scrapers, development of legal form document assembly systems, IT strategic planning, project management, technical procurement process assistance, and information security assessment and penetration testing services.
