Community Lawyering to Stop Racial and Economic Inequities with Mobile Home Park Closures

Lessons learned in the partnership of legal aid advocates and the private bar to represent mobile homeowners as parks close while engaging city, state and nonprofits to assist. The session will engage audience and panelists to brainstorm methods to place needs of homeowners first while protecting their legal interests.

PAMELA BRIDGE is currently the Director of Litigation and Advocacy for Community Legal Services. Community Legal Services is a nonprofit law firm dedicated to eliminating poverty based inequities in the civil justice system by providing high quality legal advice, advocacy and assistance to low income Arizonians. In her positions, Pamela directs the advocacy and litigation of the firm’s thirty attorneys located in 5 counties: Maricopa, Yuma, La Paz, Yavapai and Mohave. Community Legal Services focuses on five main areas: housing, family law, consumer, employment and health and economic stability. Graduating from University of Southern California Law, Pamela has spent her legal career advocating for access to justice for the low income. She has practiced in justice court, superior court, extensively in federal court in several mass actions and argued before the Ninth Circuit Court of Appeals. Some of her interesting reported cases include United Effort Plan Trust v. Holm, 209 Ariz. 347 (App. 04) O Diaz v. Eagle, 521 F3d 1201 (9th Cir. 08) and Ochoa v. Martin 287 F2d 1182 (9th Cir. 02). She has taught seminars at several public interest national conferences on housing, farmworker, mass actions, litigation and access to justice issues. In 2011, she was named the Sharon A. Fullmer Legal Aid Attorney of the Year by the State Bar of Arizona. Pamela is currently a member of the Arizona Commission on the Access to Justice.

Anthony Clark

Anthony Clark joined Community Legal Services in August, 2022 after more than 25 years in private practice. His first post at CLS was in the Tenant Eviction Assistance Program (TEAP), where he represented CLS applicants facing housing displacement, including the redevelopment of three Phoenix-area mobile home parks in 2023. Anthony currently serves as a staff attorney for CLS’ Statewide Consumer Law Project.

Julie Gunnigle

Julie Gunnigle is an Arizona-based attorney and activist who fights for justice in our criminal legal system, for funding in our public schools, and for reproductive justice for our families. She is a former prosecutor of Financial Crime and Public Corruption for the Cook Country State's Attorney Office and a current co-VP of Legal Affairs for NCJW AZ. Julie also the co-founder of Full Spectrum Law Collective, a legal practice where she focuses on impact litigation around housing, pregnancy criminalization, and the war on drugs. She remains committed to transformation in our criminal legal system and holding those who abuse their power accountable.
